I'd assume this is a referendum based on it being opened by the official responsible and it doesn't say it's informational.

I think we already voted on this one. It was the path vote which gave mining and BW as a result. This is sort of redundant, too much bureaucracy these days.

Sure, one can justify almost anything especially regarding the poll.
One thing about a poll: We actually do not have to research anything. So, to be completely bureaucratic, the option of "not researching but accumulating cash instead" is not in the poll and one can argue that this invalidates the poll.
Also, you've got to poll the slider setting (100%, less than 100%).
