So long as there aren't any spots in our territory where they could settle, I'm game.

I would approach with caution before signing an open border treaty with them. Certanly I dont wish to see any of their settlers setteling within our sphear of influence where we have not settled in and our culture has not spread to yet.
That's not a problem. If they aproach with a settler, we can immediatelly cancel the Open borders agreement (They are far away and they are unable to come in the first 10 turns while we cannot cancel the deal).potatokiosk said:

Whomp's correct. We are too far away and judging by the scores, Peter is a little behind. There's no way that he's going to march a settler past the Mongols to settle right beside our capital.
Peter can be trusted as a long-term partner (experience in SP games) so long as he's not taken advantage of. I've even been able to ask Peter to go to war against another civ that I never had to declare on.
I'd suggest that we foster our relationship with Peter and gain him as an ally before Bismarck does!!

I agree with Tubby and would remind people that if either Peter or Genghis has a coastal city it wouldn't be all that hard for them to settle in our territory even without open borders. I don't think that we have our borders far enough into the ocean to prevent a galley from getting by.

Open them with Russia. I have never had a settler pass up territory to come behind my cultural borders for a city. Besides we will need a friend agaisnt Germany.

Although Russia could be a great ally against Bismark, we need to develop a good relationship with her if we are ever to take on the Mongols. The Mongolians and the Russians are currently pleased with each other, so if we go to war against Mongolia without first befriending Peter, Peter will be offended by our act. This could prevent us from ever allying with Peter, or worse yet, Gehngis might be able to get Peter to defend the Mongolian lands. For those reasons, I think we should actively ask Peter for Open Borders to develop a better relationship between our people.

The time seems right for a poll? Seems like we should give our Sec. of State some public backing, one way or the other.

The only nominee for State currently is Chieftess, and she already made her opinion well known during the turnchat on this issue...
I think we should get the poll up now so that the issue is already resolved before the Term 3 Sec. takes office. That way, they already have their "mandate" from the populous.
