A solar plant

On the screenshot, some pannels are hidden by the house, scaling problem

The scaling shouldn't be a problem if you put the building a bit farther away from the city. A good location for it in the CIV4CityLSystem.xml file would probably be the <LNode Name="Leaf_4x4"> area. That tells the game that the building is big, and that it needs a bit of space.

I suppose this can as well be used as an improvement? (instead of a facility)
 
It works great as an improvement... I'm using it as a "Resonator" for now, but it obviously works exactly as it is. See my sig for a picture of it in action -- it looks awesome!!!

The easiest way I can think of is that you copy the concept of temples and cathedrals: require X number of plants that allows you to build the, dunno, supergenerator that in turn supplies power per the Three Gorges wonder.
