Since your entire post was based on a guess, I don't see much reason to pay attention to it.
Then, give us better explanation... or any other guess...
Yes my word is guess, but highly probable
educated guess,
FACT1 ) patch was handed over from Firaxis to Take2 for final inspection about a month ago (end of Feb), So they said the it will be released real soon. Usually we don't use word 'real soon' to mean a month or so.
FACT2 ) patch is not yet released. It is now end of March.
There is only three possibilities
POSSIBILITY 1) pach is rejected and now in the hand of Firaxis.
POSSIBILITY 2) patch is still under inspection by the publisher
POSSIBILITY 3) The patch effort was completely scrapped. There will be no patch whatsoever in foreseenable future.
COMMON SENSE in game industry 1): Final inspection of game by publisher takes usually a week or less for new title. Inspection of patch usually takes even les.s
COMMON SENSE in game industry 2 ) it is now March/April, when the least number of new games are released around a years so there shouldn't be much game waiting to be inspected by the publisher.
These two rules out POSSIBILITY 2.
A month in game industry is period of time long enough even for newly published title to be handed over from developer to publisher and inspected, go CD press factory, packaged in shinny new box and delivered to store all over the world and stocked waiting for customers on store shelf in announced release date.
Give me any other better/probable explanation why the publisher can not finish the final inspection till now and can not release the patch yet.
