Simple question

Even on monarch your chances of popping a settler are slim. Hasn't happened to me yet with a non-expansionist civ (though I always get 1 settler from huts w/ expansionist on monarch).
 
If you pop a hut before building a military unit, im pretty sure you have a decent chance. As soon as you get a military unit though, its probably gonna be barbs. Expansionist civs, im not too sure about.
 
I've builded a warrior and pop a hut near my capital with that warrior. Managed to pop out a settler at DEITY level.

So there are some chance :D

No settlers at deity for non expansionist civs and 20% for expansion. Zero for both at Sid. Oh and no settler at any level for any civ, IF you have settler or one in the queue. So always switch any settler builds before popping and then switch back.

I would expect most to not pop huts on deity, until they were safe. That is if you had no troops and the huts was close, you could use a worker or the culture.

Otherwise you tend to wait till you have enough firepower to deal with some barbs. Remember that barbs are a lot tougher on Deity and Sid than low levels.

You have zero bonus vs them, not like those nice friendly Warlord barbs that have a 400 bonus going against them. That is to say I will not attack barbs with warriors, even vets, unless I have no choice.

I do not even like to use archers, only swords make me feel safe. On sid you probably do not want to have huts at all. They only help the AI get a jump and they do not need any more help.
