1. put unit into transport
2. move transport ship into the borders of civ A who is at war with civ B. You have open borders with both A & B.
3. gift unit to civ A, who wont unload the unit (even if you put the transport into a city). This in itself appears to be a bug in similar vein to this report.
4. move your transport into a civ B city. It will award capture of the city to Civ A. Although the unit I performed this with was of superior strengh to B's city garrison, it was a single non-blitz unit against several units in the city, and capture was instant.
Players can abuse this to significant benefit if it is strategically beneficial to boost civ A at the expense of civ B. My experience makes for good example: Civ A was a friendly greek who was down to 1 city, Civ B was my closest competitor.
