In spirit with the holiday, I've decided to give this variant an American theme.

Variant: We must, at all times, run the most expensive civics available to us.
Sub-Variant: Victory must be attained via Diplomacy (this may or may not be enforced; Vassalage and the choice of Theocracy or Organized Religion are two of the civics we must run, so to not make use of them might be a bit extreme).
What can be said about the power of organization? It certainly can work wonders in improving productivity. However, most of us are aware of the rampant disorganization present within most organizations, in particular a government. Without bringing this to a political level, it is enough to say that $90 Hammers and $300 toilet seats are a bane of government spending.
This initial variant is more inclined to show the power of Organization by capitalizing on it. To that end, a Organized leader will be selected, in the hopes that we can overcome what can only be viewed as frivolous spending.
