mercantilism + open markets

In one of my last games something strange/funny happened.

Under the pressure of Togukawa I switched to mercantilism. Some turns later the UN adopted open markets (which was my initiative). And YES! My cities have a free specialist AND foreign trade!!! :)

Do you think this was as the developers intended? Compared to free markets you still miss the extra trade route. But this is a perfect way to make people like Tokugawa happy.
 
This is a nice thing to exploit, but usually at this stage of the game. It does not come that much at least for me. Make or break stages of the game for me are in the Ancient and Medieval times.
 
Make or Break stages can also occur in early industrial on Terra Maps, like my last game (Monarch, Terra, Huge, 14 Civs) I was stuck with 3 mainladn cities and 2 humble island cities. I kepy my tech up with religion (I was the head hindu) as well as building the Hindu Visathawaya (sp?) and then the Spiral Minaret, this was in Warlords, so I kept tech parity. But I monopolised Astronomy and bam I was raking in the goods from the colonies. :P
 
Yes, I think that this is what the developers intended. We should not doubt that some things in the game were designed and implemented as intended, without unintended consequences.

Dead right, as with all the building etc. modifiers that will come into play at that time, a specialist will be worth far more than its base value....

I'd have to class it as unintended, for that reason, plus its a scenario that's hard to forsee, and thus program that the open market should overide the merc in that specific case.
 
Does it really matter? You know the next vote they're going put in global civic enviromentalism unless your you control 51% of the pop then you should be running state property.
 
Well Merc+Open Markets has exactly the same Trade Routes as State Property (or Environmentalism)

so its the 3 Gold/Flask of Mercantilism v. the Maintenance reduction of SP
With a decent number of Courthouses+"Palaces", the Maintenance from SP isn't quite as substantial.

If you have a Really Small Empire, then Free Market is better, because you can't use all the Foreign Trade Routes... but that would be rare (you get 3-5 per city by this point... depending on Single Currency and Airports)

State Property would really only be worthwhile for the Production bonus.
