you know...I looked at it after I made it, and it looks like either a Desalinization plant, or one of those Offshore natural gas mines...but not really at all like an offshore research center...Oh well...what can ya do?...
Why, worship Serendipity of course
BTW I plan to use the Desalinization Plant as an (obviously) Modern Era improvement to allow a coastal city far from fresh water to grow to Size 2.
