This is Emperor Atsuhira of Izumo, as requested by Ogedei_the_Mad for his Annals of the 7 Kingdoms mod.

I had a lot of fun making this LH, and although it has admittedly limited uses, it gave me a bit of a break from making FF LHs all the time.

#RACE_IZUMO

^DESCRIPTION:
^ It is said in the ancient lore of the Kingdom of Izumo that the land was created when ancient gods plunged a sharp spear
into the sea. When the spear was pulled out, the drops became the land of Izumo. Although the validity of this myth is
unconfirmed, just as the foundation myths of other lands, it is a crucial story among the people of this land in claiming a
unique identity. And indeed it was the blade that brought about the formation of the culture of Izumo.
^ Nominally, the "tenno" (Emperor) has always been the supreme ruler of Izumo and his supremacy is unquestioned.
However, very often, the emperor rules in name only. Given the frequent factionalism within the Imperial Court and the custom of major noble
families solidifying their positions by means of marrying their daughters to the emperor, the true center of power has often shifted. Attempting
to regain their power, emperors, have often looked for aid among military families and samurai, granting them privileges
in order to weaken the positions of the dominant factions at court, but this ultimately only leads to a shift in the balance of power
to a new court "regent." Even with the institution of the "Sage King" rulership system aeons ago, clashes between rival clans struggling to gain power,
prestige, and - above all else - control over the Emperor - were constant. Those who defeated their rivals in these civil wars
eventually would gain recognition from their puppet emperor as "Shoguns," military dictators that are the true rulers of the kingdom.
While not granted immensely long life as a true ruler with the Mandate of Heaven, a Shogun who is able to solidify his power at the imperial court
and his control over the emperor could easily ensure that his clan would hold dominance for a long period of time.
^ By virtue of being an archipelago, cultural imports from the mainland are always ultimately localized to suit the context of the Izumo people.
Given the frequent periods of Samurai dominance, the people of Izumo developed an aesthetic sensibility favoring the austere and simple yet elegant
and refined, as expressed in various arts and rituals. Tradition and the preservation of it is of great importance in the Kingdom of Izumo.
Of the seven kingdoms, Izumo is the only one of the seven where all of the Emperors or Imperial Candidates are tied to the sacred Izumo Clan,
the clan that allegedly unified the entire realm by the grace of the Mandate of Heaven, in one way or another.

^TENNO ATSUHIRA (ascended in the year 1868):
^ "Atsuhira" is the royal name of Yamagata Shinji, the illegitamite child of the previous emperor, Atsumori. The ascension of the young Atsuhira
is remarkable in the history of Izumo not because of his youth (being a mere fifteen years of age), but because of his racial identity; He is the
first and only one of elf blood to become Emperor in all of the known recorded history of Izumo.
Traditionally, elves have long since been a social underclass. Atsuhira himself is a half-elf, being the child of an illicit affair
between the previous emperor and an elf sorceress. In a very unusual twist of fate, he was given the Mandate of Heaven.
^ Atsuhira's ascension to the throne was certainly not without controversy and conflict. On the one hand, he was seen as
an opportunity for reform in a seriously ailing land. On the other hand, he was seen as a dangerous threat to tradition. As a result of the
controversy, major factions arose, each jockeying for power. A civil war tore the country apart. When the fighting subsided, sweeping reforms came
under his reign.
^ The youngest of five children and an illegitimite child, Atsuhira had spent his early years virtually ignored by others. He is mostly
introverted, focusing his attention primarily on literary studies and cultural refinement while his brothers practiced athletics. As a ruler,
he is benevolent, but sometimes indecisive. He is often willing to listen, but is sometimes too gullible and easily swayed by government ministers,
which can be both a good and bad thing.

d. Highland: I made this LH to exacting specs from Ogedei.... I'm thinking he was kind of going for a "What if Harry Potter was a charachter in a Final Fantasy/Seiken Densetus/any other Japanese RPG and Japanese himself" look.
