I have noticed that submarines cannot blockade coastal cities in 1.61 and 2.08, while other naval units can.
To reproduce this:
1) Load a save game where you have coastal cities working ocean/coast tiles.
2) Make sure you at war with someone. If not, then declare war on someone.
3) Enter the world builder and place a submarine, belonging to a Civ that you are at war with, on one of your coastal cities.
4) Exit world builder.
5) Check the coastal city where you just placed the enemy sub. You'll see that you can still work all the ocean/coast tiles.
I believe this issue is related to the invisible property, and not to the RivalTerritory property, because Caravels can blockade coastal cities.
I believe that the enemy subs also do not block trade routes from the coastal cities because I have played games where I blockaded all of a Civ's ports with subs, and they could still trade strategic resources; but I have not confirmed this using the world builder.
I believe this issue was also present prior to 1.61 but have not directly confirmed it.
