Help Wanted

The mod requires Pop-ups that act as sort of a newspaper. However, these have effects in the game. Like so:

suppose you play for the US. When the Vietnam war you would get a popup that says something like:

Historically, the US joined the Vietnam war on this date. Followed by 2 buttons
[Join War] and [No Thank you]. If you click join war, then you declare war. If not, nothing happens.

but if you play for USSR, a popup would say:
Historically, the US joined the Vietnam war on this date.

Then just one button [Ok]. Clicking that button causes the US to declare war.

Resource placement should be like in the World Map in Civ IV. It can be a cut version of the World Map if you want to.
