What is this and how do you enable it? I notice it in a lot of screenshots.

Activate it through the CivilizationIV.ini file; set Camera flying to 1 and press Control-F during the game.

Methinks this should be in the Questions and Answers thread. :p

It's Cntrl-Alt-F for flying camera in-game. You can get some spectacular and very unique views (both long-range and close-up) using this feature but it is very buggy and can slow your computer to a crawl. Firaxis have not bothered to iron out these glitches which is why the feature remains 'hidden'.

Try settin up your mouse to do the trick. Extra buttons on new mouses can trigger special functions that are requested most often. Chances are you have two veiws to work from your mouse. One is the 2007 zoom/focus program built in with Microsofts new Bluetooth tech. The other, 'flying camera mode' can be programmed in windows or game serttings to operate with the push of another button

Take a look Civ3. Its been around for a while with only two types of camera mode. Flash forward 4 months ago, after launching a quick program I now use one buttons to fly in close to check details. Before a zoom would distort them . Amazing what time will to to upgrade CIv3

Once you are in flying camera mode, you can hold both mouse buttons for extra control, and press enter so that the camera is like you actually running around on the ground. It is fun to climb a mountain with this! You can also get under the terrain and it looks really weird.
