Commerce Percentage

I've seen that some mods have changed this from 10% to 5% - how?

Actually, what I would like to do is modify the range (currently 0% to 100%) so that I can deficit research (ie 0% to 120%) or limit the max (ie 0% to 70%). Is that possible?

You can do a limit from the CvGameUtils.py file, I can't seem to remember the anme of the function (cannotSupport?). As for a deficit or only do increments of 5 I'm not totaly sure. I think the increments of 5 might have to doi w/ the CvMainInterface.py file.

Turns out I had one of my hair brained ideas that really doesn't work. Sorry, it's probably in the SDK.
