Right this isn't necessarily a bug, but I think it should be addressed...
I'm currently playing a game that's just gone nuclear, I'm trying to retaliate to a nuclear attack however I'm unable to launch a nuke at certain cities, reason being that there are friendlies in the city.
The problem is, is that there kinda is, and isn't a friendly in the cities, there are no units either within or next to the city that show up when I move a spy through the area. However if I go into the World Editor I find that there is a spy (whom I presume is from a nation that I am not currently at war with) present in the city.
Now if it was a ship or a normal combat unit like a tank then I would understand that it might not be a good idea to nuke the city, but if it is a spy that I can't see (plus it is only one guy!) then I don't see why I can't nuke the city along with the spy.
What I think should happen is that if there is a friendly spy in an enemy city that I want to nuke, then their presence should not prevent me from nuking the city.
I also think that if there are friendly units like a tank in a enemy city, instead of preventing me from nuking the city I should be given the option to nuke or not nuke the city, and if I choose to nuke then either war, or serious political fallout between me and the unfortunate civilisation whose tank just became collateral. (This shouldn't be the case with spies as the spies are not supposed to be there in the first place! So a government isn't going to complain about it)
