(IS THIS A BUG?) gold/turn not stable when changing sliders % up and then back down

I don't know if this is a bug or if I'm missing something but sometimes when I change my percentage of :science:/:culture:/espionage up and then back down (or the other way around), the amount of :gold: available per turn is not the same. At first I was thinking that maybe some of the tiles worked on my cities were assigned differently, I did not check if this is the case but it does not seem logical to me then (moving the sliders up or down should not IMO change the cities tiles assignments).

I've attached a savegame where this behaviour can be reproduced. The actual :gold: per turn is 101. Move the any of the sliders up/down and then back in the original position and the :gold: per turn will be 98 (I even have noticed that sometimes it's 99!).

I'll link to this, but I don't think its is actually a bug. When you change the slider settings, the city governors usually change the tiles that are being worked, which affects the commerce / turn. Sometimes when you change back, they decide not to change the tiles back.
