In this savegame you'll also notice that a city will request being liberated without reasonable logic.

I don't know if I'd call this a bug. I mean, how many countries have been dissolved or absorbed into larger countries through international treaty?

If you were Augustus, wouldn't you defy the resolution?

Although basing game logic around how a human would play makes for bad Civ, so I'd recommend going with reality's example and keeping it that way.
