No SDI Next War Patch

I downloaded the most recent patch for Next War, and there seems to be no SDI Defence (I'm playing Next War and 18 Civ Earth) - it's not in World Builder, not in city building options. Is there a general Next War error, or just the patch again?

Its my guess that this is a design decision, but I honestly don't know...
