AI scout seems stuck

FOr the next 6-7 turns of this save if you just click enter to end the turn you will see Shaka's Scout runnign back and forth between 2 locations. The AI has clearly seem what there is to see and seems confuised about what to do. Eventually when my borders expand the unit is then stuck.

As a side notewhile this may be a little advanced to expect of the AI but it should know that as a creative civ I will be expanding around turn 38 and clear out of the way. I certainly think about that when placing cities.

Finally the AI should delete the unit as it will be stuck in place unable to move for the next 150 turns or so. It is still around 50 turns later.

I had the same thing occurring in my first game. Three AI scouts (perhaps warriors as well, can't remember) were repeatedly moving from tile X to tile Y to tile X etc etc. They had plenty of other tiles to move to but were stuck on those two tiles.

They got out of their behaviour one by one upon signing open borders with me which made them move on and explore new tiles. Not everyone went into my territory so the signing of OB was just a trigger, they could have moved on without OB but were 'stuck'.

The OB really seemed to be the trigger since I signed at differnt turns with them and always on the turn after they moved onwards.
