Can not gift cities to colonies

I have established a colony with my 2 cities.
Later i conquered a nearby city, and i am willing to give this city to my colony too. However in the diplomacy screen my cities does not appear in the Cities list.

I think this is a bug because i dont recall any game rules that forbids gifting cities to your colonies. Please check the attached save game.

Bug: Can not gift cities to your colonies

Steps to reproduce the bug:

1. Load the saved game attached.
2. Open diplomacy screen with Mehmed (my colony).

Observation:
None of my cities appear in the diplomacy screen

Expected:
My cities should appear in diplomacy screen so that i can gift them to my colony.
(at least the cities that are on the same continent with my colony should appear)

If you want to give it to your colony, try using the liberate city button in the city list. Might not work, though, as you can seemingly liberate cities only to one other civ and in this case it'll probably be the previous owner.

EDIT : Tried the save and make peace with Boudica. Seems I was right and you can only liberate the city back to her.

I have tried liberating however liberating the city gives it to the Boudica as you mentioned. It seems there is no way to give it to my little friendly colony. :cry:

Yes, as I said it seems that the game offers only one person to liberate a city to.

this still does not explain why none of my cities appear on diplomacy screen when i try to gift a city to my colony leader.

any ideas from other guys?

I believe you'll have to wait until the city has become assimilated by your culture, that is to say has a majority belonging to it. Before that you can only restore it to the previous owener
 
You can either destroy her civ or wait to conquer/found a second city on that landmass and make them both a new colony. That will work, but liberation won't unless your colony's capital is closer to that city than its previous owner Boudica's capital..
 
I've played about 20 turns and I couldn't liberate Gergovia to Mehmed, but
if I captured another Celtic city I could grant both cities independence.
Means, both cities would go to Mehmed, because you can only create
1 colony per continent.
