[BUG?] Culture bomb no longer brings city out of revolt?

It used to be the case where using the Great Artist's Culture Bomb relieved a conquered city's period of rioting. In BtS this is no longer the case. Is this a bug? If so, I've attached a save of the situation just before I used the GA in the Incan city of Cuzco. If this is an intentional change then just ignore.

I can confirm this behavior. Dropping a culture bomb on a city does not bring it out of revolt. However, the culture IS correctly applied once the city naturally comes out of revolt.

No idea if this is a bug or WOI.
