This is a PBEM based on the latest version of Eric's WWII scenario called 'Hinge Of Fate'. The game length is 56 turns and the name of the PBEM is 'Stuka'.

ORDER OF PLAY & PLAYERS
1. China : Luthor1
2. Japan : Sully
3. Russia : Semental
4. Germany : TechGuy
5. Minor Allies : cubsfan6505
6. Commonwealth : cubsfan6506
7. Minor Axis : Quarky
8. USA : Luthor2
BASIC RULES
01. No change of government allowed.
02. Guerillas forces (partisans, resistance and Red Army) may not be loaded onto sea transports.
03. Airfields can not contain more than 4 planes at the end of the turn.
04. Max of 4 divisions (or 1 corp + 1 division) on one tile islands without cities. Arty, Flak, Kamikaze and V-1 units do not count.
05. Oil units must be transported to VP location on the Japansese home islands.
06. No Razing\Abandoning cities. Selling all improvements is allowed.
07. No trade with the AI on turn0.
08. Techs can not be traded but can be stolen.
EXTRA HOUSE RULES
01. Flipping cities is not allowed.
02. Empty cities can be traded without restrictions. But only empty cities.
03. Only one medium\heavy bomber per carrier (maximum).
04. New Airfields can not be built if there is an airfield less than 5 tiles away.
CHANGES OF BIQ FILE
- Gave 1 extra unit to Germany and CW;
- Gave extra workers to Minor Axis and Minor Allies;
- Gave more 1 airfield to Germany and CW;
- Gave one more Radar Tower to Germany;
- Added some more mines (around 4);
- Added some extra Railroads (about 6 tiles);
- Made one more change but it's a suprise (I don't think it will affect the balance of the game).
