Deleating Cities in Worldbuilder raises the AC

I have been working on a scenario using the map editor. When having a friend do a trial run for play testing, we came accross a bug that I'm not sure how to resolve.

I placed several cities for each civ. While balancing things out, I deleted a few of the cities and moved some others (esentially deleating and then replacing them). When a city is deleated in worldbuilder, it becomes a city ruins. Because of this, when the scenario starts, the AC is already at 9.

Is there any way to reset the AC in world builder for the scenario? It would be nice if the AC started at 0 on turn 1 like it should.
 
also try using the erase button on the editor instead of deleting the city into a ruin, i have not had a problem like yours while using it.
 
Thought about it some more, and if deleting a city causes AC changes, then just create and delete a high population AV Holy City a few times. It ought to result in a net decrease, but may not if still bugged.

wouldn't you run into the old Abashi problem wherein by placing down the ashen veil holy city (or in the old case Abashi) and then deleting it when it came time in the game to get infernal pact you could get the religon but not the holy city(like sheaim starting the game being able to build shrine of the champion and never getting Abashi)?
