SerfNES II - Legacy of Versailles
Introduction
This NES takes place in the period immediately following the end of the First World War. The main difference in this NES, however, as opposed to other NESes from this time period, is that it will begin right before the Treaty of Versailles is written, and the players will write up their own treaty to handle those countries that lost the First World War. Can you lead the world to a better tomorrow, or will it fall victim to the same failures as it did historically?
Players and Nations
As many players may join as the want, until all of the nations have been taken. Players may also lead revolutionary movements (such as Korean independence, Irish independence, etc). While players are invited to play however they want, extraordinarily OOC actions may be blocked by me (I don't want to see Central American countries researching nuclear technologies or Bermuda invading the UK). I would prefer if only fairly experienced players chose the USA (already reserved by Feanor), the United Kingdom and France. Players widely respected as "newbs" may be asked to choose a lower profile nation, although I doubt that will be necessary.
NPCs will be played by me. You can initiate diplomacy with them, or anything you would normally do with a human player. NPCs will act like PC nations, they will declare war, request land during the Treaty of Versailles, etc.
Lastly, this scenario will include a large number of revolutionary movements, as these were very important at the time, especially in Russia and China. These movements may capture land and develop into countries of their own, and may require more than military strength to defeat.
Stories
Writing stories is not required, however, those who do may be rewarded, and oftentimes good stories will have an effect on the update.
Orders
Orders, as usual, should be PMed to me. You may organize them however you like, just remember to be as clear as possible. Unclear or poor orders will make my life more difficult, and will make the update take longer. Don't tell me you're invading another country; explain exactly how many divisions, how they're organized, include a map if you can, etc. Include new programs, military maneuvers, diplomatic agreements you want official (and public), and other things you want done with your empire. Send your orders ASAP, late orders may or may not be included, while early orders will be rewarded.
Updates
Orders are always due at noon, American East Coast time. That roughly translates to nine o'clock on the American West Coast, and 18:00 in central Europe. Updates will cover 1 year, and I will try to include all important information for the world, domestic, military, and diplomatic, along with random events. Lastly I will give bonuses based on different things, from best orders, to earliest orders, to good stories, etc. I won't punish players for good behavior.
Map
The map will be updated with each update, including the first, Versailles update. Capitals are shown by white outlines. I no longer will use special notation for trade or fortress cities, although I may begin doing that later.
Stats
I have tried to simplify statistics in many ways from SerfNES I. One of the most important ways of doing this is through including Advanced and Reduced stats. PCs and major nations will get Advanced stats, while lesser NPCs will get Reduced stats. Here are the advanced stats:

IMPORTANT: FIRST TURN INFORMATION
The first turn will play two main parts. Firstly, NO orders will be sent. Instead, the purpose of the first turn is for the USA, UK, France, and Italy to decide on a Treaty of Versailles. All other countries are encouraged to join in and to ask those nations in charge of writing the treaty to make decisions favorable to them, or to make agreements. Ultimately, however, it will be the big four that make the decisions. That does not mean, however, that you have to just sit idly by and take what they force you. Countries will able to fight the treaty during the next update, and so on afterwards.
Second, if anyone has any concerns regarding the accuracy of the map or stats at the time, you may bring it up. For the most part, they are set, but if you legitimate concerns, I may make the necessary changes. Lastly, I realize that some countries may not truly exist as of Armistice Day, such as Austria-Hungary, which is in a very chaotic and confusing situation. These countries have been included in the stats and map for simplicity's sake, and should not be a real problem. Also, I have chosen to simplify the conflicts in Russia and China to two-sided conflicts, in order to keep those countries from becoming so ridiculously over weakened that they become targets for OOC players.
During the first few weeks, while the treaty is being written, I will release requests from several NPC delegates, probably every few days until every request is heard. I am not sure how long this first update will take, but I imagine about 2-3 weeks.
Only reduced stats will be posted until after the Versailles Treaty.
