I intended to do this exclusively for DWOLF's California Civ but he suggested I release it to everyone.

The file with Earl Warren and Hiram Johnson has game text and they are not Modular.

I know these leaders could be used elsewhere, like Vallejo probably can pass for a Santa Ana for a Mexico civ.

Hmm... maybe if you used a different texture, like the kind that bernie used for his Ahmedinejad LH? I think it was based on an actual photograph.
 
I honestly don't have a clue who any of these people are. :(

But they look good. I really like the rabbi.

I'll give it a try and use your avatar as the model. I think a Napoleon with a modified suleiman beard may do the trick...
