Full vs. Voting Members?

I just noticed this on the UN Screen. Searched the forums here but couldn't really find anything. What's the difference?

Full members are eligible for Gen Sec/Resident

You become voting Member by defying a resolution. You need to vote with the majority on a resolution that passes to become full member again. With the AP you also not a full member, if the Religion is not your state religion.
