With the sudden and extremely painfull death of my last NES due mainly due my inactivity which in part was due to work, I have closed it and started a new NES that has been in the works for the last few weeks during my no-computer time.
The date is December 21, 2012 and tensions between the West and the North Korea has reached its peak, in Washington D.C the President of the United States of America literally has his hand on the red phone. Meanwhile in North Korea a secret plan was already implemented, at the push of a button several nuclear weapons left Russian bases and headed for Western Europe, at the same time several missles left Korea and headed for Los Angeles, San Francisco and Seattle, within seconds the red phone rang and the president's face went gray, he whispered 3 words no president ever wanted to utter. "Launch the Nukes." Thus beginning World War III and the end of the world.
London and Paris went up in smoke, a looming mushroom cloud covered the cities, Berlin and Rome followed, LA, San Francisco and Seattle all met the same fate. One of the Nukes caught on camera by the US 2nd fleet near Los Angeles, California.

In confusion missles from England launched and headed for New York City and Washington, while French missles headed for Mexico City and Madrid, soon the whole world was engulfed in a radioactive cloud of toxic air. Soon the world was dead, not a living soul was found except in the sea which some species of fish have managed to survive. But by 2020 something was moving.....

This is what you have left of the survivors from the Nuclear War. Together you form a tribe with a leader and try to stay alive. The Tribe will be nomadic until they are able to establish a small nation. More on this below in the Nation stats.
Leader:
The person leading your tribe, he/she is responsible for finding food, fresh water, and a good place to settle. He/she is also responsible for the survivable of every member of his tribe. The tribe can vote to replace the leader if they feel he/she is not doing their job.
Followers:
How many people are in your tribe. As the tribe moves from place to place they will run into other survivors, some kind, some evil. The leader can decide whether or not to allow them to join the tribe. If the join the tribe grows and more food is needed, but it might help you should you encounter another tribe and you fight. Followers also may desert or form their own tribe and move elsewhere.
Food left in storage:
How much food you left before you have to find more. If you run out expect high desertion rates, new tribes detaching from you or your head on a pike. So make sure you have plenty of food for your people. These automatically are taken from you at a rate of 50 food per 100 people per turn.
Over the course of your travels you may come across equipments from the Nuclear War, tanks, guns, etc.... most of these can be found at military bases as they were never involved in the war. Planes and ships are also found, cars, trains and other vehicles may assist in moving your tribes. Gas is still found in most regions.
Once you have reached a minimum of 1,000 followers you can settle in non radiation areas and form a nation, once you reach 5,000 followers you have to form a nation or you lose half of your people to desertion.

Economy:
Basically what your nation makes. This can come in many forms, taxes, donations, bribes, etc....
I will utilize a tax vs population economy, the basis of the world economy. Eventually trade and other stuff will work its way in. But at first you determine a tax rate and your people pay it. The more people the more you make the fewer the less and so on.
Your economy is also split into two sections: Income and expenses, the income is what you make, the expenses is what you spend. Your army will make the most of your spending at first, this may change as you decide to take a more scientific route. Example stats on bottom of this post.
Military:
The fighting force of your nation. At first this comes mostly from the scrapped equipments near you that you utilized for your army. In time you can build your own. When you want soldiers, just say in your orders to recruit a certain branch. Otherwise your armed forces will slowly grow over time as men and women choose to join the armed forces voluntarily.
Army:
Militia: Those who choose to take up arms to protect their homes. These are volunteers and do not need to be paid. They bring their own weapons or if they have none, the government will provide some.
Infantry: The backbone of the modern army, these guys are adequatly armed and given better training than Militia, these are also paid.
Special Forces: The elite of your army, these are the best equipped, the best trained, and the most feared unit in battle. These too are paid.
Armored Infantry Divisions: Since Tanks are no longer formed into their own divisions, infantry must accompany them. You can move the infantry out of the armored division for free, but then the tanks become useless until infantry support arrives. These will cost you 2 IC to construct unless you have scrapped tanks to use.
Navy:
Patrol Crafts: Similar to Coast Guard Cutters. Requires a small crew. Max 200 people to use them.
Destroyers: The bigger brother of the Patrol Crafts, can leave shore and make trips to other nations, works better in teams. Max 1,000 people to utilize them.
Cruisers: The navy defense platform, these behemoths protect the skies with their numerous anti air guns. Max 1,500 people.
Air Craft Carriers: The biggest ships in the navy, will have special teams with small boats to do quick strick attacks and can house planes and pilots. Max 10,000 people to utilize.
Air Force:
Fighter Jets: The ruler of the skies, these are the fastest, most deadliest weapon in the air, these can land and take off from air ports, not Carriers.
Naval Jets: Ruler of the skies over sea. Can take off from land air ports but specializes in carrier landing and take offs.
Stealth Bombers: Now everyday bombers, replacing the older versions by now. Almost every nation has some. Cannot take off from Carriers, unless utilized to do so.
Infrastructure:
Your road system. If you use rails instead, same issue. As long as you can move stuff easily and smoothly you have a working infrastructure.
