Do you care when AI is heathen for you? Or do you care when he doesn't have your favorite civic? For me it seems that it is only AI's joy to get these minuses.
 
I'll go through them in detail:

-Religion: Yes, if only because they also care.
-Civic: It depends what my "favourite civic" counts as. I have several civics I favour and while I couldn't care less whether they adopt Caste System, there are times when I wish they wouldn't adopt Theocracy.
-Peace: Sure, sure. I would much rather that to years of war.
-Close borders: Sometimes. Times like, for example, they put a city on a resource just outside my borders that I was going to grab any turn now.
-Worst enemy: Only to the extent that it makes them harder to bribe into war.
-Trade relations: Absolutely. If nobody would trade with me all my civilizations would crumble to dust.
-Tribute/help: I rarely ask, but nobody likes to be refused.
-Vote: Yes.
-War on friend: No. I'm a heartless bastard.
 
My poll got double choose... years of peace.
But anyway
* Religion, I personally don't care so I answer no, but only I feel safer If they have more plusses for me.
* Favourite civic, I don't care absolutely what civics AI has unless he is going for cultural victory and has free speecs or when my neighbour has mercantilism, no!
* Peace, yes of course.
* Borders, open borders give trade routes and tensions are bad when I lose resources or cities due his culture, yes!
* I don't care with who he trades until he gives iron for my worst enemy.
* Tribute/Help, If he doesn't give, nothing to do, If they give, that's ok:)
* Vote, yes, need to keep good relations.
* I just care when they declare wars on my rivals because friend or foe, they are all rivals.
 
Going through these one at a time:

Religion: Yes I care, it's one of the biggest factors in determining how well the civilizations gets along with me, and the other computer civilizations.

Civic: No. Unless the AI is very close to victory it has little impact on me.

Peace: Of course not. If I cared about years of peace, I would have much more trouble finding weak nations to conquer.

Close Borders: Yes I care. It's far easier to conquer a country that borders you.

Trading with my worse enemies: I don't care since I don't keep detailed enough track of events to realize if this is occurring.

Vassals: This is very important. Vassals play a major role in determining how big a threat it would be to declare war on a nation.

Trade Relations: I don't really care. Sure having a nation with good trade relations is nice, but in the end, conquering them gives me a bigger long term advantage then I would have gotten through trading. This one may change as I move up the difficulty.

Didn't give Tribute/Help: I don't care about this. This might cause me to become personally dislike the AI, but I try not to base my decisions of such dislike.

Voted for me: This I care about. If I'm going for a diplomatic victory then every vote counts.

War on a friend: I don't consider other computer players friends so this will never apply.

Looking at my answers, I'm a very warlike player.
 
Peace: Not Declaring on me helps
Close Borders:I hate close borders because it is the bane of keeping cities from revolt so yeah if you try to culture hit me you will pay.
Vassals: Get rid of your vassals so I can take them!
Trade: Don't make stupid trade assupmtions! I will not give you Coal for Bannana!
Tribute: I don't have twice your military for nothing!
Vote: Vote for me or else
War on Friend: Yeah it upsets me when I feel obligated to protect them for trade benifit.
 
Woah. Many of these things actually matter to me;
Religion: Mostly because I get unhappiness and is likely to be warring my only potential friends by DoWing religious mates.
Close borders: The closer they are, the faster and easier the war is. I prefer killing off creative neighboors.
Trading with worst enemy: Sometimes the AI offers to sell my worst enemy (example: Isabella) a strategic resource (example: Horses) at a ridiculous low price so that my armies get trampled by the units this resource enables (example: Conquistadors). In that case, I kill off the AI, then turn right around and kill the supplier.
Vassals matter. If I am warring Suryavarman and he vassalizes to the Ottomans, the Ottomans are next in line. I dont like stopping a war like that and I often end up going on rampage because I tend to wipe the vassal out first allowing the master to vassalize to a new civ.
Trade Relations: More like the opposite than fair and forthright. If the AI will not trade techs/resources, I have basically no good from letting him/her live. If they trade at fair prices, otoh, I have a reason to let them live and will often do so (at least for some time).
I ask for tribute/help regularly, from friends or from weak enemies. If they decline, they are first in line once war is started. Same reason as above. If I cant use em for anything, I better kill em.
Voting: I dont normally dow on people who vote for me, since I need someone to vote for me to win. So they get a big plus by voting for me (if I am going for diplo, that is).
 
Vassals can be scary and close borders can be annoying. Sometimes I feel bad for a tiny tiny civ that really likes me. I have no problem going to war with America though.
 
Vassals and refused help/tribute are the only things that I really care about. And voting for me to win if the game gets that far.
 
Religion: Yes, its good to have other people with your state religion
Civic: Not really, there's just not much help here
Years of Peace: Sort of, (your bound to have a strained relationship with someone you've been at war with)
Borders: Not unless civ gets in my way
He/She has traded with your worst enemy: No
Vassals: No
Trade Relations: Yes, I like people who give me what I want
Tribute: I really don't ask unless I want to annoy them
He/She voted for me: Yes, this means they support me (or believe I can help then accomplish their own evil tasks)
He/She declared war on my friend: Somewhat, it's annoying when your friend is attacked but these things happen
 
I'm not too worried about most of these. The most important ones for me are religion and borders. Any bordering civ with a different religion to mine is a target for conquest. Votes would be a big issue if the game lasted long enough (Warlords so no AP). Vassals would probably be in there too, but I've only just started on Warlords so I'm not sure yet.
 
Religion: it does not matter since I'll just convert to the most dominant religion
He has traded with your worst enemy: I don't care
Vassal: Yes becasue I usually pick on the weakest civ
Trade relations: It can make big difference in relations with a civ
He voted for me: Hell yes, I care mainly I play with the dipomacy on.
He declared war on my friend: I only care because my ally will try get me join the war.
 
Religion - Nope, I don't care. I still don't see why religion was considered such a great idea to add in when it does squat. (Well, other than make AI act more rediculous than usual.)
Favorite Civic - Not really. I don't see why one would ever care about this. Can't even think of an example... Maybe for the anti-Theocracy example Dryhad mentioned. But as already mentioned I don't care what religion you are, so usually if you take Theocracy I am thinking "Good, I didn't really want to build missionaries anyways."

The rest I all watch pretty good. I didn't vote for "Years of peace with him/her" or "peace with me" because The only reason I watch them is by checking peoples relationship modifers. So any more than a "-3 You declared war on our friend" modifier means those two probably won't ever get along. Mostly because anymore than that means another "-3 You declared war on us" modifier kicking in on one side of that soon, if not already.
And as far as war with me goes, I can let some wars slide - especially, if I won. Years of peace with me usually means we have both been doing as much intel without contact as possible. (If we haven't already been trading - which I care about alot.)
 
Well...if they're too close, I'm likely to go up against them. The smaller and more bite-size the better, or "Never let Qin Shi Huang get Machinery".

I definitely care about religion. If they have the same religion as me, that makes it easier for me to get them into the wars I want. It also means they'll be spreading my religion, which I probably have the shrine for.
 
An AI trading with my worst enemy means my enemy has more resources to fight me with (my "worst enemies" tend to be targets). That pisses me off. Generally the AI that does this doesn't like me either. Death.

I like it when an AI votes for me. Especially for a diplo win. I won't attack someone who's going to help me win the game outright.

I also don't like it when AIs declare war on my friends. This usually implies the AI declaring is stronger than its target. This means that ideally I attack one of the targets. This is often the stronger one, RIGHT after it exhausts the SoD. I don't want that guy getting too powerful. I want that power for myself. As a side benefit my friend likes it when I take cities back...and keep them.

And finally...close borders spark tensions. You bet they do. Culture pressure? Bah. What an annoyance. The AI uses land crappy too. If they're that close my fingers start twitching as I hover the mouse over their name and start to hold alt...there's always one way to deal with close borders...
