Saladin won't adopt emancipation because of the unhappiness? What the?
 
Hmmm...nope never seen that. I'll offer an idea from someone who has only just barely made it to Noble level, though.

Does he have a vassal? Particularly one who will NOT be able to switch to Emancipation yet (thereby increasing the vassal's unhappiness)???

nope. he's getting ready to become my vassal, although he doesn't know it yet.
 
I notice Sally is in Theocracy, his favorite civic. Once an AI is in their favorite civic, you can't bribe them to switch ANY civic. I don't know why he's giving you that particular reason for not switching, but now you know the real reason.

I did not know that. But however, the weirdness remains. I believe when I moused over police state his reasoning was something along the lines of "that goes against everything we stand for..."
 
You could always try using a spy to switch civics, although I'm not sure how long they'll wait before switching back.
 
Hmm - this almost look like this was intended to be a justification for refusing to switch away from Emancipation, but something's messed up in the code.

Well, if this is the real reason, then the real reason is a BUG :(. Can't they fix this?!

Oh, I wasn't trying to get him to change; I don't care what his civics are. Sal was on a continent by himself and was the only one with his religion, so there was no way he was going to like me too much anyway. Besides, he was about to become my little . .. .. .. .. . and wasn't going to be happy about that.

I almost thought that he would be afraid of anarchy from civic changes, but sal's spiritual. Maybe, he's got his culture slider cranked up or something? Pretty odd if I do say so myself.
 
It's a reference to programming. Saying that someone forgot to put in an if statement, which would allow an exception to the standard behaviour which could be the cause of the unusual situation shown here

and not being careful, it resulted in if the civilization is not in emancipation, then give this answer.

Could be from your game being modded.

I've never seen it, but I never try to get people to switch into emancipation anyway.
