The ancient empires of the past have fallen. Khemri has collapsed, Gorin is a small shadow of her past imperial majesty, and though the Valin Republics have been restored, much work remains to be done.
Veritas once defeated Khemri, after the Battle of Guitar. While our motives were pure, the salvation of Nurmafer, we sought to dominate Khemri alone. That was the birth of our arrogance, which led to the betrayal and death of the Old Republic.
The most recent wars have swept across Tellus, and borders have become confused, peoples displaced, anarchy and disorder enthroned. We call this council so that the balance of Order, a tenet of our faith, might be restored to the world.
Primarily, we invite the enemies of Anabet the Usurper to lay down their desires. With our allies, we shall decide the fate of Khemri. But we will also give the defeated Khemrans and Emorans a chance to plead their case.
This council also serves to forge a fair compromise for the many border disputes that have arisen during these wars: Between Khemri and Myocaca, the Crystalists, Croyodon, and Gorin; and so on.
While the Valin Republics and her allies shall have the final decision, as is our right as victors, it will be an ordered peace, protected by the rule of law, which is greater than any king. We will enforce the decisions of this council.
