No more AP votes ever - bug?

I found this in my current game and I think it's a bug, and I wondered what everyone else thought. If it's a known and documented bug please let me know, I did search and found millions of AP threads but couldn't find anything specifically about this.

The player, or an AI, has the AP religion as their state religion and becomes AP resident. They don't own the AP and so are not automatically a full member unless they have the state religion. Then they change civics to free religion. They lose their resident status and become a voting member - which is correct. The problem is it does not trigger an election for a new resident, and there will be no more AP votes for the rest of the game.

BtS 3.17 and solver 0.19, and I can re-create it in world builder.

This is the game where I found the problem. I built the AP and was resident for a while. I spread the religion to the 2nd continent to keep them all friendly while I built up a tech lead. Gengis took over the residency because his vassals had to vote for him. I went on a massive war expansion intending to take back the residency and win a diplo when I had killed, or vassalised and converted everyone on the 3rd continent. But Gengis went to FR in 1797 I think and as you can see from the log there hasn't been an AP vote since. I still own the AP and I don't have mass media. The AP members screen shows the various members, and no resident.

Below is my worldbuilder test. This time Justin owns the AP and I am the resident. In this save I have just given myself Liberalism. If you change to FR you will see my resident status disappear in the members screen. If you skip through the turns for while you will see no more votes come up. (it's quick speed so the next vote should come up quickly - though I think in fact it should come up with a new vote immediately for a new resident, and that is the problem).

It's a bug as far as I can tell. Something like this happened in the 1st game in my signature also - which sucks because the series highlights AP wins (although I got it back eventually). Actually, when I saved the game, and reloaded it, it seemed to have an impact on the AP resolutions coming up again (after a very, very long hiatus that nearly screwed me). In my game too it seemed to affect the vote because I killed the AP resident and then switched from the AP religion to another religion (as the person who built it) - it seems like things that affect the builder/chair can send the AP into eternal hibernation - not cool.
 
So in my game, you think if I kill Gengis the AP might come back to life? That would be cool because that will be my next move anyway (shhh don't tell him). But I will probably get the domination win before I can wipe him out anyway.
 
That happens normally when something messes with the AI thinking about the vote ( atleast that is my empirical observation ) and it was supposed to not happen in 3.17 ( in spite it still does :( )

Best solution so far is to simply save before any AP vote and reload if there is no vote response in due time. Not elegant , but it works
