I learned today, that not only one can assign cities to someone else by a U.N. vote, but also assign the capital to someone else. If the unfortunate owner of that capital doesn't have any other city, all others (and of course he himself) then have a vote whether to kill him or let him live.
In my last game I already had launched my spaceship (one turn before Pericles launched his...my closest spacerace ever), when the resolution popped up to assign Hannibals last city and capital to me. Although he was my vassal, I took that chance (I had regrets about taking him as vassal anyway) and the next turn he was gone, killed by the agreement of all others to have him removed
But why he didn't defy that resolution is beyond me.
