It is widely known that any unit can defend a capital against barbarians and win if the capital is the civ's only city. I do not, however, remember coming across the fact that a capital gives a 2 times defence bonus against barbarians under normal circumstances. Yet this seems to be the case, as I found by this test:

Warrior Defence: 1(1.5)(1.5)=2.25 City defence bonus and Vet bonus

Conclusion:
A capital does seem to give a bonus against barbarians, while non capital falls in closely with expectations. In order for the barbs to win 60% of the time, the approximate result, the warrior must defend at 4.5 or the Barb must attack at 5.4. Thus, the warrior must either have a 2x defence bonus or the archer must have a .8x penalty. An increased warrior defence of 2x seems much more plausible and within normal bonus multipliers, as opposed to a 20%penalty to an attacker.
The attatched files are the base for the tests I did. BARBTEST tested the barbs attacking the capital while BTEST2 tested barbs attacking a regular city. To test for additional cities with the capital, create extra settlers and build cities with them in the BARBTEST file.
