Changing # workers and output in town hall replacements

I've noticed that for the town hall replacements - the printing press and the newspaper - the following variables are set in the XML as follows:

Code:
<iProfessionOutput>0</iProfessionOutput>
<iMaxWorkers>0</iMaxWorkers>

I have tried to manually change these figures but it does not work. Any town hall replacements subbornly stick to the original figures set in the town hall, but use a yield percentage to increase the liberty bells.

What I want to do is start the town hall with one worker and then create expansions to the building to allow for more, but it won't let me do this.

Yet it works for just about every other type of building around.

I tried removing the yield percentage to see if maybe that overrode the manually set figures but it still didn't make any difference.

It appears the overide is built into the dll and cannot be changed with the XML.

Or am I missing something?
