Mechanics of the AI getting out of WHEOOHRN

I think that most of us understand the factors that play a role in the AI going into WHEOOHRN mode, but I was curious of the mechanics that determine the AI getting out of WHEOOHRN. How much influence do we have in them getting out of it.
 
Based on my experiences, it seems that if the target reaches a certain power level (as compared to the attacker) they will go out of the WHEOOHRN mode. But they will apparently get right back to it if the power balance changes back in their favor.
I don't really know the mechanics behind this though, so it may just be a coincidence.
 
^That was indeed just happening by coincidence as the mechanics for exiting WHEOOHRN are totally independent of changes in the target's power --> you can delete ALL of your units and they still might switch out of WHEOOHRN!

To my knowledge there are only 2 situations that make AIs drop their war preparations:
  • They are preparing for a total war against a land target and lack the necessary offensive units; this judgement solely depends on the number (not strength) and UnitAI of their units in relation to the number and size of their cities (Saladin in ALC#24).
  • They get DoW'd on by someone else before they start their planned war.
Peace treaties as a result of one-sided trades (give help, accept demands) will only postpone war.

How much influence do we have in them getting out of it.
Possibilities are rather limited:
  • Gift them happy and health resources so that they can grow fatter with larger cities (success is rather uncertain), or even gift them a city :crazyeye::lol:. Also there is the risk (and no way to tell for sure) that they might have skipped the revocable preparation phase (WARPLAN_PREPARING_TOTAL) due to using Dagger strategy (immediate WARPLAN_TOTAL).
  • Bribe other players into a war against them.

DanF is God when it comes to the code stuff and I believe anything he says. However, is it possible an increase in the target's power could postpone the actual DoW? I have had situations that seem similar to what Combat Ingrid described.
Example from recent game:
1) Churchill goes WHEOOHRN. I thought he had another target and I did nothing to prepare.
2) 10-15 turns later he DoWs me and I am totally screwed.
3) I cheat and reload (to a time when he is still WHEOOHRN) in an attempt to build a few more archers/walls in the target city. Its on a hill and the rest of the game is going real well so I want to give it a shot.
4) He doesn't DoW on schedule and many turns later he drops out of WHEOOHRN.

Did my increase in power postpone his DoW until one of the circumstances DanF described occurred by coincidence?
 
I've had an AI drop out of wheoohrn when I signed a defensive pact with a third AI in the MS XVIII game.

2 turns after the first peace with Mehmed he entered wheoohrn, I signed a def pact with Saladin (land border with Meh) and everything was quiet again.

He could have entered wheoohrn vs Saladin in the first place. But still, a defensive pact has been enough to screw his plans.
