well armies can be build after warrior code all civs love war, and all civs have 2 UU´s. Also 16 civs can be played on a tiny map, which means that you will have to go to war early.

Perhaps the early building of armies could be changed to getting armies easier through combat, and then being able to build them a bit later? Would encourage war even more...
