Minor -> Major civ bug

I'm not sure what happens here, but if you go to the next turn you will see that the Inca go into a golden age, lose the permanent war status, but do not lose their minor civ status.

If you worldbuilder you can set the status to war, but otherwise you are unable to enter their lands because you are at peace but can't use diplomacy to declare war.

I have seen this happen once before, and it was fixed because the civ contacted me before I realized it was really bugged.
