Rom 2.7.1: Tech Screen Color Contrasting

Thanks to os79, this file has been updated to work with 2.8.1 his link is below.

This makes the tech screen more colorful and easier to tell what has been done, and is being worked on. oh you need to replace the file in the assets/python/screens/ though it makes no other modifications to file other than respecify what colors to display

Here is a updated file for 2.8. I used WinMerge to merge in these changes necessry for the colors to be contrasted to the new 2.8beta file. I tested it and the colors contrasted BEAUTIFULLY!

Just put the file in Rise of Mankind/Assets/Python/Screen folder and overwrite when asked for.
