Noob question "Independent cities"

Well I am sure this is obvious and I am going to look silly.....

Just started playing Rhye's and Fall (CivIV 3.19 version) as Japan and Seoul Independent cities appeared. Can’t attack it interact with it in any way. Is it a culture based capture? If I start over and build a city on the spot will I lose the city to a Korean Civ later?

I actually spent 45 minutes searching the forum before posting this.

Move on its territory using numpad. You'll be offered to declare war, do it!

You cannot have diplomatic relations with independents. Except war/peace, that is. To declare war, just move a unit inside their territory.

hehe... I actually tried to declare war by moving a unit on it and it would not let me. I forgot about the declare war keys as I never need to use it.

To answer your other question, no you won't lose a city you build there. The independent cities only spawn on free space.

Never had any problem by using the mouse. Can't remember if I used the goto button of right click though

Right click is the way to declare war on indy's.
