Comrade First-Citizen Vladimir Valdimirich Putin, Hero of the Republic, Father of the Republic, and Savior of the Revolution.

The General Secretary of Comintern is a rotating position chosen by vote among the Founding Members every 5 years. Only Founding Members may be nominated for the position. Affiliated Members and Observing Members may neither be chosen nor vote for the General Secretary.

The function of the General Secretary is to lead and direct the Comintern, safeguard the Revolution, and live up to the Founding Principles.

IC:

Tunisia (TAJ) and France (SRF) are wholeheartedly in support of a joint research fund, and are willing to contribute one ASP each per turn. They recommend that Comintern scientists split their efforts equally between Equipment and Aeronautics. If all four members of the Comintern contribute one ASP on the first turn, the Comintern will be halfway towards level two in both fields after only one year.

Neither TAJ nor SRF has a problem with India becoming an observer member.

FEAR seconds TAJ and SRF's motion. We will contribute 1 ASP to aeronautics this turn. When the PRE arrives we will request they do the same.

SRF contributes 1 ASP to Aeronautics this turn.
TAJ contributes 1 ASP to Equipment this turn.

OOC: The mod declares that this NPC contribution becomes default each turn until further notice.

The Empire of Indonesia applies to join as an Affiliate.

Given the majority vote has decided in favor, the Indian Republic is hereby admitted as an affiliate member.

FEAR votes in favor of the Indonesian Empire's admission as an affiliate member.

The Russian Republic has asked to be an observing member. FEAR votes against this. The Russian Republic is the worst example of a capitalist, mob-ruled, criminal state. An abomination.

In our defense, Russian Republic is not satisfied with the current situation in our state and wishes to undergo many reforms to not be this abomination.

TAJ and SRF support Indonesia's affiliate membership status. SRF agrees that the Russian Republic should have nothing to do with our glorious organization, but TAJ thinks that as a member of the Chicago Pact, the Russian Republic might be able to form a bridge of peace and understanding between the capitalist pig-dogs and the glorious revolutionaries if it were to be allowed affiliate status.

The PRE will weigh in on the issues at hand soon enough, but for now here is our flag:

The American Federation would like to bring the Cominterns attention to something.

There is a current vote in the Chicago pact in attempting to sign a 4 year NAP with the Comintern. We would like to know if this would be agreeable to you.

And what guarantee's do we have with regard to your unbalanced member China?

They have in the past 48 hours declared war on a member of their own alliance, made private commounications public, attempted to make an alliance with a member of Comintern to attack a member of your alliance, they have sworn to bring down Comintern referring to FEAR as a dictatorship. As far as we know they have not rescinded the declaration of war against ASEAN.

Unless you can control your members we do not see what good signing anything with you will do. Bring Chengdu to heel and then we will talk.

We have already negotiated with Chengdu, and any unwarranted declaration of war will force China out of the alliance. They are our allies, but they must regain the trust of the international community. Rest assured, we will keep Chengdu in line if you choose to sign this treaty.

FEAR is willing to consider this under the strict condition that China makes no further aggressive move's in the region.

Proposals:

1. FEAR proposes the creation of a research joint fund, where each nation contributes a set amount to mutual field. Personally FEAR would like to see improvements in explosives, aeronautics, or robotics. Alternatively, each nation could choose a field of their choice and focus exclusively on that field and share it with others.

The PRE would prefer to see concrete steps toward these reforms rather than words from the Russian representative so for now we vote no, but we believe sufficient strides could warrant a reconsideration.

Having been invited, Venezuela is delighted to join the Communist International Alliance. Sadly funds are in short supply and it may be some time until we can fully invest into the research fund.

Indonesia proposes that the technology sharing agreement with Venezuela be suspended as they are

1) In a rival alliance which may steal our state secrets
2) Are not willing to contribute to the technology fund

Indonesia speaks correctly. Venezuela cannot be a member of both alliances. Especially not a rival one. We find it suprising that Venezuela being a Socialist state would ever consider aligning with the vile capitalist-imperialist pig-dogs of the Chicago Pact. You must choose.

We ask Comintern for their input on this.

The founding principles of the two groups are not in conflict. One is to promote democracy, the other is anti-capitalist.

The two groups are not at "war", nor has there been any records of "state secrets" being stolen. How being within the arm of Comintern increases the chance of such espionage taking place is a doozy.

I have been invited to both, and do not see the need to drive such a strong divide.
