To improve cooperation among various democratic nations in the fields of defense, strategic partnership, trade, and technological research. The Scandinavian Republic will contribute one ASP for Robotics
The Royal Republic of Iberia will contribute one ASP for Genetics
The American Federation will contribute one ASP for Robotics

Total: 4 ASP in fund total: Due to our current contributions, Naval, Genetic and Equipment donations are appreciated :)

Proposals:

1. The American Federation proposes the creation of a research joint fund, where each nation contributes a set amount to mutual field. Personally the American Federation would like to see improvements in explosives, aeronautics, or robotics. Alternatively, each nation could choose a field of their choice and focus exclusively on that field and share it with others. PASSED

2. The Scandinavian and Russian Republics suggests that any new additions to the Pact require a 3/4 vote in favor to be admitted PASSED

3. Russia suggests that People's Republic of China (communist AND dictatorship) should be withdrawn from full membership and must re-apply for Observer/Affiliated Status in the Pact with the new admission procedure enacted. (Not sure how many votes it has, please bold your votes)

4. The American Federation proposes that the People's Republic of China adopts the basic rights of Freedom of Speech, Freedom of Religion, and Freedom of Expression, and adopts a working constitution within four years. (needs four more to pass)


 
Very well Russia, would you like to contribute to the fund?
 
The Lima Republic, the Oceanic Federation, and the Scandinavian Republic will contribute one ASP each per turn to the fund until further notice.

Each turn:

The Lima Republic will contribute one ASP for Explosives.
The Oceanic Federation will contribute one ASP for Aeronautics
The Scandinavian Republic will contribute one ASP for Robotics
 
Brazil applies for affiliated status.

The American Federation would like to propose a motion

A 4 Year Non Aggression Pact, renewable every 4 years for 4 years with the Comintern Alliance. Ayes and Nays

Current: 4-0 (needs 1 more to pass)
 
The NPCs would consider a treaty only if they were assured Comintern members might actually sign.
 
Have Poland and Great Britain been offered invitation to the Pact?

Russian Republic will change focus to Naval and will contribute 1 ASP.
 
Having been invited, Venezuela is delighted to join the Chicago Pact. Sadly funds are in short supply and it may be some time until we can fully invest into the research fund.
 
The South African Union votes Aye to the Non-Agression pact, and pledges it will focus on Equipment, in regards to computers.
 
Venezuela votes Aye to the Non-Agression pact, and pledges it will focus on Agricultural Advancement.
 
Venezuela sadly withdraws from the Chicago pact. It worries that nations are being invited without due thought. We could be dragged into a conflict we do not wish to be involved within. We no not mean any malice to pact members, and hope offence is not taken.
 
Due to growing concern of member nations and potential member nations, Russian Republic suggests that the Pact address this issue of thoughtless membership.
 
The Scandinavian Republic supports their friend and ally the Russian Republic in this matter, and suggests that any new additions to the Pact require a 3/4 vote in favor to be admitted.
 
The American Federation supports this measure
