XP: InstallSheild tries to install the latest patch, fails, aborts installation

I recently fixed a problem with failed to initialize render, and reinstalled bts, which I had uninstalled in an attempt to fix the problem.
Several issues occurred: when I tried to change civics, it wouldn't show the anarchy! button, and it would show and extra box. Same with religion, and it wouldn't show the details about my cities + religion. Plus there were a whole bunch of places where instead of showing a detail or button, it showed TXT_KEY_whatever the name was.
So I figured I'd just reinstall it, and it was a corrupted installation. Uninstalling it went smoothly, then when I reinstalled it, I was informed there was a new patch. So installsheild tried to install it. And failed. And aborted the installation. I took special care to ensure none of the extra data files were deleted when I uninstalled it.
So what should I do?

are these all the cd versions of the game?

is this just civ4 or also an expansion pack? and its windows XP, right?

Yeah, I uninstalled bts, and tried to reinstall it. I left all the patches the same.

I would reinstall civ4 as well as the bts installer tries to patch it. do the below, ignore the warlords stuff if you do not have it - make sure you are installing this on an administrator account.


install the most recent version of DirectX 9c from Microsoft

then do the following for a clean reinstall:

Uninstall and Reinstall Civ4 Warlords BtS :

Try to follow this order when doing stuff:
Use Control panel to uninstall Beyond the Sword, then Warlords, then Civ4
Delete "...\documents and settings\<username>\my documents\my games\sid meier's civilization 4" manually
Delete "...\documents and settings\<username>\my documents\my games\warlords" manually
Delete "...\documents and settings\<username>\my documents\my games\beyond the sword" manually
Delete "...\documents and settings\<username>\application data\my games\sid meier's civilization 4" manually
Delete "...\documents and settings\<username>\application data\my games\warlords" manually
Delete "...\documents and settings\<username>\application data\my games\beyond the sword" manually
Delete "...\documents and settings\<username>\local settings\application data\my games\sid meier's civilization 4" manually
Delete "...\documents and settings\<username>\local settings\application data\my games\warlords" manually
Delete "...\documents and settings\<username>\local settings\application data\my games\beyond the sword" manually
(note: application data is a hidden directory so you need to configure windows explorer to show hidden files, also these directories in application data are sometimes removed by the uninstall routine)
Delete "...\Program Files\InstallShield Installation Information\{CFBCE791-2D53-4FCE-B3FB-D6E01F4112E8}" (Civ4)
Delete "...\Program Files\InstallShield Installation Information\{3E4B349F-10B5-4586-9D99-489A90A8B228}" (Warlords)
Delete "...\Program Files\InstallShield Installation Information\{32E4F0D2-C135-475E-A841-1D59A0D22989}" (BtS)
(note: InstallShield Installation Information is a hidden directory so you need to configure windows explorer to show hidden files).
Install Civ4, immediately patch it to 1.61 (download it fresh from here)
Install Warlords, immediately patch it to 2.08 (download it fresh from here)
Install Beyond the Sword, immediately patch to 3.19 (download it fresh from here).

Sorry for the huge bump, I just got around to trying what you said.
I tried almost everything, including an update to DirectX, with no luck. It says the is a new version of Sid Meier's Civilization 4 that it will try to install, and fails. Vanilla has 1.84, and I don't have Warlords. I've tried installing the patch without BtS, but it just freezes on installation.
