Civilization 1 unit per tile rule

Since no one seems to be anwering my post, I will make a thread. Can anyone confirm that this definitly will be in Civ5. By confirm I mean give a link to an official Firaxis or 2K Games site. I just want to make sure this isn't just a rumor. Don't want to jump to conclusions.

It website from the post doesn't even give the link to the website it talks about. Its also not by Firaxis or 2k, so im not sure if it can be confirmed.

Haven't seen confirmation of this anywhere, so I'm holding off on believing any gainsayers or naysayers on the "1 unit per tile" thing until I see the finished product. After all, even if this is or isn't implemented at the moment (for which I believe we have no evidence either way), it could be changed again before the release date.
