Online play

Don't know about online play, but the PBEM community is still very active. (I'm currently playing 4 of them, and there's a total of 13 which are currently going on.)
Just check the "Civ3 PBEM Game Registry" and the "REPLACEMENT PLAYERS HALL" regularly, and you should have no problem getting into a game within 1-2 weeks.

Note: some of the PBEM game hosts are a bit reluctant to admit "new-comers" to their games. It happend quite a few times that a new-comer entered a game, played a handful of turns and then after 3 weeks was never seen again and left the others sitting on an unfinished game.
You need to be serious about the game, meaning: a PBEM may well run for a year or longer, so you need to be committed to stay the distance and not drop out of the game when things are going bad.

A good way to earn a reputation as a reliable player is to jump in as a substitute in an ongoing game. Or just start a new one. If the settings are interesting, you'll surely find 3-4 more to start the game.
