Not IRL, I think OP wants gamewise in Civ 4.

I don't like oriental civs besides Mongolia because they all have protective. Japan could be fun with it, and Cho-Ko-Nu are definitely powerful but that trait is boring overall IMO. But I do like my rifles starting with drill and combat and whatever else they take from their samurai ages, so I would say my fav (oriental) civ is Mongolia or Japan.
 
On a serious note, I'd rank the Persians as perhaps the strongest Asian civ. Both leaders have such awesome trait pairings (Financial + Organized and Charismatic + Imperialistic) it's hard to go wrong with either of them. One is swimming in :commerce: and the other bathing in the blood of the civs it conquers.
 
China, because of it's influence. Persia is second.
 
As far as game playability I think I'd go with China. As far as historical influence and scientific achievement in real life, it's China again.

I think Vietnam is awsome too. You've defeated USA army and films about wars based on Vietnam is the most films presented by Hollywood.
