Some turns ago, I liberated a City-State's worker from an encampment.
Now, many turns later, it's still standing there. The City-State is a mere 6 tiles away, BUT- all of its cultural tiles are developed, so I am guessing that the AI won't move the worker until it needs to develop a tile or it gets threatened? In any case, since I want to settle on the tile he's standing on, it's a mite frustrating. Shouldn't workers automatically return to their culture after being freed?
I will try to attach a save. The worker in question is Edinburgh's, on the west coast.
