To reproduce: Have any save where when you hit end turn, you get a leader contacting you on your next turn. Load that save, and hit end turn, but while the turn is being processed, bring up a window (verified for both F4 diplomacy window and F6 tech window). Wait for the turn to finish processing, then close the window. At that point, you will see whichever leader contacted you, but instead of their contact window, they will act as if you contacted them. There will be no contact options, nothing to click, and you are unable to bring up any other windows/menus. The only way to get out of the screen is to alt-F4.
