It's a bug if the manual is correct. From page 102 of the English manual:

The Great General is somewhat different from other Great People. Instead
of being generated in cities by specialists, Great Generals are generated
by combat. Whenever one of your military units gets XPs, your civilization
generates Great General points

I take this to imply that units that don't get XPs from combat don't generate GG points.
 
Given how much of the manual is fiction, it's still an open question whether the game or the manual is wrong, but it's something they need to look at since one or the other is wrong. :)
 
I tested the save file and found that:

  • Before combat, the Knight has 100 XPs.
  • Before combat, the civ has 4 GG points.
  • After the Knight defeats the Barb Brute, it still has 100 XPs.
  • However, now the civ has 9 GG points.
