UN vote screen

Attached is a UN vote screen. It shows you need 9 votes to win. There are only 8 votes available. Can't win! Think I'll turn off the computer now.

As usual this screen is performing to specification but is not any use to gamers. It would work better if at the bottom of the screen it said "Persia, France, Warsaw, Rio De Janeiro, ... cannot vote". It would stop looking nonsensical and actually provide good information to the user.

Um, shouldn't this be in the "bugs" forum ? How is this an idea/suggestion? Why can't those guys vote - they're occupied by major civs, yet they're still counted in the voting? If this isn't already reported in bugs, I hope a mod finds this and moves it there.
 
Isn't it because too many city states have been conquered? You would need to take and liberate some, or just pursue a different victory condition.

Exactly. I'm suggesting that the screen should tell the player which nations are unable to vote instead of showing the least amount of information possible, even when it doesn't make sense on its own.

This is the suggestions forum. I was hoping that someone might appreciate a simple descriptive suggestion that a designer could use rather than another "should we get rid of 1upt?".
