Hi, does anyone know how to change the personalities of the city-states? I'm tired of befriending a hostile one who will only give me quests to conquer other city-states. I played around with the World Builder and it didn't seem like there was any way to do it through there. Also, what all are the possible personalities? Hostile, irrational, neutral, and friendly?
